HOME REPAIR PROGRAM Habitat MontDelco does not provide emergency or crisis-based repairs. If you are experiencing issues within your home dial 211 or visit pa211.org for assistance, Habitat MontDelco may refer you to another program, but we can't guarantee service or timing. Restoring More than Homes This program is a construction-based resource that provides income-qualified homeowners with necessary health, safety, and accessibility-related home repairs and modifications within Montgomery and Delaware counties. Through this program, Habitat MontDelco aims to stabilize communities, address the counties’ aging housing stock, preserve naturally occurring affordable homeownership, and prevent qualifying homeowners from being displaced. Step by step guide Please note: this program typically has a waiting period. No homeowner will be forwarded an application on the spot. Please also be aware that if your home is currently NOT insured you are not eligible for this program. There are no exceptions to this policy. Only households in our inquiry database will receive applications. The funding for our owner-occupied programs comes from different sources, each with specific rules about how, where, and for whom (such as older adults, veterans, etc.) the funds can be used. Step 1 2 3 4 5 6 7 Step 1. Submit an inquiry. This will add you to our inquiry database, and when we have funding that matches your home's needs, Habitat MontDelco will send you an application. Step 2. Habitat will notify you by mail, with an application, when applicable funding is available based on your described home repair needs and demographic information as it relates to grant restrictions. (At times we will receive grants specifically for certain purposes, and/or certain groups, such as seniors and veterans, etc.) Step 3. HOMEOWNERS will complete the application within the deadline indicated, and submit to Habitatwith the required documentation, OR contact Habitat for an extension on the application before that deadline. Step 4. Habitat will review applications, conduct a home visit, and verify eligibility based on program capabilities and needs of the home. A final determination for program approval will be made. **In some cases, dependent on the funding source, program approval will be contingent on some additional factors as well.** Step 5. HOMEOWNERS will be notified of a decision on program approval, or denial. If approved, you will receive a list of services Habitat intends to gather estimates for, from program contractors. Contractors will schedule directly with the homeowners for this step. Step 6. Habitat will collect estimates from contractors and determine which services, if any, fall within funding/program capabilities, budget, timeline, etc., and will produce an agreement for services to be provided outlining the scope of work and program conduct expectations. Step 7. HOMEOWNERS will sign an agreement for conduct and liability, which includes the proposed scope of work for the home, and work will commence in the order in which agreements are received. Habitat will, upon the completion of work, collect completion photos and verifications from both the contractor(s) and homeowner, and close the project out with paperwork documenting what work was completed in the home, as well as warranty information. Some funding sources offer forgivable property liens instead of upfront costs. How do I Know If I Might Qualify? To be considered eligible, applicant(s): Must be unable to perform repairs themselves and/or be unable to pay someone to do the repairs. Must be willing to partner with HFHMontDelco by upholding the terms of the program agreement with HFHMontDelco, and being responsive, helpful, and hospitable. Must be a Montgomery Co. or Delaware Co. homeowner and currently reside in the home. The homeowner must have lived in the home for a minimum of one year before applying. Homeowner must plan on living in the home for a minimum of two years after work is completed- **This may vary depending on funding sources utilized for repairs. Have a current homeowner’s insurance policy in place for the home. May need to verify that they are current on Property Taxes and/or Mortgage payments. **This is dependent on funding sources anticipated for repairs** Have a total gross household income below the levels listed in this chart: Household Size Maximum Annual Income Allowed (Gross) 1 person $66,850 2 people $76,400 3 people $85,950 4 people $95,500 5 people $103,150 6 people $110,800 7 people $118,450 8+ people $126,100 There is no minimum income needed to qualify. Updated per HUD Guidelines as of 04/01/2025 Home Visit Requirements An additional component of determining a home’s eligibility is a home visit to assess the home’s suitability for Habitat MontDelco’s program capabilities . During this visit, we will need to access key areas in your home to perform these services. If we cannot safely access these areas due to significant clutter in your home or other reasons, you may be limited to receiving exterior services or denied by policy. This determination is made on a case-by-case basis. ***Please note that some homes, dependent on the funding source anticipated, will be subject to additional levels of review and qualification such as lead testing, and environmental review*** Common Real Estate Terms Throughout your application journey, you may come across terms that are unfamiliar. Our glossary is here to help you understand them with ease. Term Name Definition Amortization The process of gradually paying off a loan through regular payments over a specified period. Appraisal A process conducted by a qualified appraiser to estimate fair market value, often for real estate transactions, insurance, or tax purposes. Credit Score A number representing a person's creditworthiness based on credit history. Down payment An initial investment in your new home that establishes your ownership of the property. Equity How much of your home you own and how much you owe on your mortgage loan. Escrow A legal arrangement where a third party holds funds or documents until certain conditions are met in a transaction. Fixed-rate mortgage A home loan with an interest rate that is set when you take out the loan. Homeowners insurance An insurance policy combines personal liability insurance and hazard insurance coverage for a residence and its contents. Inspection Uncover issues with the structure of the house before purchase. Interest rate How much you’ll pay to borrow money for a home purchase throughout the duration of the loan.  Mortgage insurance Paid by the borrower and protects the lender in case you aren’t able to keep up with the payments Principal The original sum of money borrowed in a loan or the amount still owed, excluding interest. Property taxes A tax paid on a residential property owned by individuals. The rate is determined by a local government. Purchase agreement A legal document detailing the terms of a potential real estate transaction. Title Insurance Insurance that protects against financial loss from defects in a property's title. Habitat MontDelco’s Home Repair program is a construction-based resource aimed at identifying and addressing health, safety, and accessibility-related needs in eligible homes. The goal of this program is to provide owner-occupied homes with a safe, healthy, and accessible environment. Funding for our repair program comes from several different sources, and many of those funding sources operate on their own timelines and terms. This means that not every home, or homeowner, will qualify outright simply because there is funding available. For example, some of our funds may be geographically specific, some may be specific to Veteran households, Senior households, etc. Some may be restricted by project type (ie. only for roofing, or only for accessibility, etc.)

PROGRAM DETAILS Eligibility Components: Household Income Requirements Habitat Home Purchase applicant(s) must have an annual household income below 80% of Area Median Income (AMI) as determined by HUD (see table below). Each project in order to be made affordable, and ensure ability to pay, may have different minimum income requirements as a result of the home’s selling price. Residency Requirements The applicant and co-applicant must be EITHER: Residents of Montgomery County or Delaware County, at the time of application and for at least the 12 months immediately preceding application. – OR – Must be employed in either when applying and show proof of such employment for the 12 months immediately preceding application (**does not imply a candidate must be employed; this applies only if the candidate does not reside in Montgomery or Delaware County). The applicant and co-applicant must be lawful, permanent residents of the United States or US Citizens. Proof of lawful, permanent residency status or US Citizenship is required for each applicant and co-applicant. The following is a partial list of acceptable documents: Permanent Resident Card (Form I- 551) United States passport Certificate of United States Citizenship Certificate of Naturalization Original or certified copy of a birth certificate evidencing birth in the United States or outlying territory of the United States Qualification Factors: Ability to Pay The applicant and co-applicant must present information such as the following: Financial and personal information: Employment references Federal and state income tax returns (must include front and back of documents) W2 statements Proof of employment or other income including Uber, Lyft, and Taxi Manifest. Proof of monthly household expenses including: rent, utilities, child care, cell phones, car payments, car insurance, credit cards, school lunch, student loans, other loans, alimony, and/or child support. Bank statements: most recent 6 months from all institutions The applicant and co-applicant must also have a credit report clear of any bankruptcies or foreclosures within the last 3 years The applicant and co-applicant must expect that employment or other sources of income (such as disability, social security, TANF/SNAP, or other types of assistance payments, if used to qualify for the loan) to meet Habitat’s minimum income requirement will remain constant. (**This information will help determine if the family has the resources to make the proposed monthly Habitat housing payment, maintain the current level of reasonable living expenses, and stay current on existing debt obligations.) Willingness to Partner All Habitat applicant(s) must commit to the terms of a Partnership Agreement, which outlines standard conduct expectations for program participation. One of the main partnership expectations is the completion of partnership hours which can be satisfied in a combination of the following ways: Homebuyer/Financial empowerment education programming Construction site participation/Home maintenance training Habitat ReStore volunteering hours Community service (outside of Habitat) hours Children under 18 may contribute via maintaining good school grades Friends and family may donate a portion of the hours Housing Need The household must exhibit demonstratable housing need, which is defined as any of the following: Cost burden: Applicant(s) are paying more than 30% of their monthly gross income towards housing Homelessness or lack of permanent housing solution Overcrowding or “insufficient space to accommodate the number of occupants in the residence at the time of application.” Unsafe neighborhoods due to high violent crime rate, high non-violent crime rate (including illegal drug activity), or other commonly accepted measures of unsafe neighborhoods Unhealthy neighborhood due to man-made or geo-climatic conditions such as flooding or earth movement Substandard living conditions outside the control of the applicant(s), such as: Structural or mechanical problems, such as faulty or deteriorating foundation, structural, or roof systems Deteriorating interior walls or exterior cladding, poor insulation or waterproofing, broken doors/windows Broken or unsafe interior or exterior stairs and walkways Inoperable or dangerous HVAC, plumbing, or electrical systems; broken bathroom fixtures or major appliances Unhealthy interior or exterior environment due to rodent or insect infestation; exposed asbestos, lead, or other hazardous materials; or the presence of hazardous chemicals or gases (such as radon), etc. Ongoing, chronic, or unanswered maintenance requests of landlord/property management company Equal Housing Statement Habitat for Humanity of Montgomery and Delaware Counties is pledged to the letter and spirit of U.S. policy for the achievement of equal housing opportunities throughout the nation. Credit card and billing information: When you make a donation or purchase, in addition to your contact information, Habitat for Humanity asks for your billing address and credit card or other financial services information. Habitat for Humanity uses a third-party banking agent to process your payments via a secured socket layer connection (TLS 1.2 using SHA 256 encryption) to a secured server that verifies your credit card/bank information. The agent returns a unique tracking number only, which cannot be decrypted to obtain the payment card information, and Habitat for Humanity never retains your complete credit card number. Only employees who need access to your Personal Information to perform a specific job, are granted access to that information, and Habitat for Humanity and our banking agent will not share your credit card/bank information with any other third party. Sensitive Personal Data: We do not collect your “Sensitive Personal Information” (e.g., mental or physical health or dietary information, racial or ethnic origin, religious beliefs, sexual orientation, citizenship or citizenship status) unless there is a clear reason for doing so—such as your participation in a sponsored physical event—and then only to the extent that we have your permission to collect such data and it is required to ensure that we provide appropriate facilities or support to enable you to participate in the event or to have access to Habitat for Humanity’s services or programs. All Personal Information of a child will be treated as Sensitive Personal Information and collected and retained only with the explicit consent of a parent or legal guardian. ADAPTIVE LIVING INITIATIVES PROGRAM Advancing Our Approach to Accessibility Adaptive Living Initiatives Program Habitat MontDelco's ALI program helps make homes more accessible for people in Montgomery and Delaware Counties, PA. It focuses on identifying and fixing home accessibility issues and important repairs for qualifying clients. A key part of the program is that Occupational Therapists (OTs) work with clients (and caregivers, if needed) to determine mobility challenges, goals, and solutions to be addressed by Habitat. After nearly 10 years of doing home repairs, Habitat MontDelco saw a big need for a program that connects health and housing, especially for older adults who want to stay in their homes and for people with disabilities. The ALI program was created to meet that need, focusing on helping people with daily activities, preventing falls, and making them feel safer and more confident in their homes. The program includes surveys at the start and after services. The client, caregiver (if needed), and the OT all participate. These surveys help everyone understand the client’s needs and challenges, so the OT and Habitat can plan the right changes for the home. Activities of Daily Living (ADLs) refer to a person’s daily self-care activities. Health professionals often use a person's ability to perform ADLs to assess their level of independence. The ALI program measures these skills through a survey, which helps Habitat’s ALI Program partners create a personalized plan to support you at home. 1 How Do I Apply? To receive an application, you must submit an inquiry with the program. Submitting an inquiry registers you in our inquiry database and when we have funding that matches your home's needs, Habitat MontDelco will send you an application. Please note: this program typically has a waiting period. No homeowner will be forwarded an application on the spot. Please also be aware that if your home is currently NOT insured you are not eligible for this program. There are no exceptions to this policy. Only households in our inquiry database will receive applications. Funding for all of our owner-occupied programming comes from various sources, each will specific rules about how, where, and for whom (such as older adults, veterans, etc) the funds can be used. SUBMIT AN INQUIRY How Can the Program Help? Habitat MontDelco’s Home Repair program is a construction-based resource aimed at identifying and addressing health, safety, and accessibility-related needs in eligible homes. The goal of this program is to provide owner-occupied homes with a safe, healthy, and accessible environment. Funding for our repair program comes from several different sources, and many of those funding sources operate on their own timelines and terms. This means that not every home, or homeowner, will qualify outright simply because there is funding available. For example, some of our funds may be geographically specific, some may be specific to Veteran households, Senior households, etc. Some may be restricted by project type (ie. only for roofing, or only for accessibility, etc.) How do I Know If I Might Qualify? An additional component of determining a home’s eligibility is a home visit to assess the home’s suitability for Habitat MontDelco’s program capabilities. During this visit, we will need to access key areas in your home to perform these services. If we cannot safely access these areas due to significant clutter in your home or other reasons, you may be limited to receiving exterior services or denied by policy. This determination is made on a case-by-case basis. ***Please note that some homes, dependent on the funding source anticipated, will be subject to additional levels of review and qualification such as lead testing, and environmental review*** To be considered eligible, applicant(s): Must be unable to perform repairs themselves and/or be unable to pay someone to do the repairs. Must be willing to partner with HFHMontDelco by upholding the terms of the program agreement with HFHMontDelco, and being responsive, helpful, and hospitable. Must be a Montgomery Co. or Delaware Co. homeowner and currently reside in the home. The homeowner must have lived in the home for a minimum of one year before applying. Homeowner must plan on living in the home for a minimum of two years after work is completed- **This may vary depending on funding sources utilized for repairs. Have a current homeowner’s insurance policy in place for the home. May need to verify that they are current on Property Taxes and/or Mortgage payments. ***This is dependent on funding sources anticipated for repairs*** Have a total gross household income below the levels listed in this chart: How Does it All Work? HOMEOWNERS must submit an inquiry to receive an application at a time when funding is available. If you have not already done so, please find the link to the inquiry form below. NEIGHBORHOOD REVITALIZATION Cultivating Resilient Inclusive Communities Neighborhood Revitalization Program The Neighborhood Revitalization (NR) program aims to work with community members, partner resources, community development organizations, and volunteers to identify solutions to the affordable housing crisis. Working together across multiple sectors to dismantle stigmas, break down barriers, and connect people will put us on a unified path toward Quality-of-Life improvements. Focusing on three foundational desired outcomes of the NR program increases perspective and capacity to overcome barriers to sustainable change. Sense of community: Identifying with and feeling connected to my community Social cohesion: Being welcomed and able to engage with my community Collective action My community is working toward sustained and ongoing goals that are representative of the community’s voices Neighborhood Revitalization works at the grassroots level Habitat MontDelco’s NR program works directly as a part of communities, with program activities taking place across our service area of Montgomery and Delaware Counties. These program activities are meant to be comprehensive and customized to the needs of the community. For example, some communities may have a priority or goal around façade improvement, community clean up or beautification, while other communities may have a need for education and advocacy for affordable housing; still others may have priorities surrounding safety and security. In any case, Habitat has the unique ability to engage community members, stakeholders, and partners across many sectors to develop strategies, mobilize the community around their identified goal(s), and affect change. Neighborhood Revitalization can Include special projects that improve… Safety and security for the community Blight and cleanliness in the community Community outreach and engagement Civic engagement, advocacy and voting We may do this by: Engaging with elected officials and municipal entities. Obtaining donated products to meet a community need. Providing volunteer opportunities in community spaces. Conducting research and needs assessments. Helping community and resident groups to organize. How does Habitat MontDelco select partner communities? Habitat MontDelco, through its NR program focuses on historically disinvested neighborhoods and communities including Norristown, and Pottstown - who’ve we have worked for many years. Habitat MontDelco tries to focus efforts in the communities where we are building new homes, rehabilitating vacant distressed homes, and where there is a concentrated need for owner-occupied home repairs. In order for Habitat MontDelco to effectively partner with a community, we look for: An existing community, civic, or neighborhood group able to assist with outreach and implementation of projects and goals. Community member(s) or stakeholder(s) prepared to take on leadership roles in the planning and facilitation of projects and goals.
