Habitat for Humanity MontDelco does more than build and sell homes affordably because we recognize that the response to the affordable housing crisis doesn’t just affect those looking to purchase a home, but those who already own them and struggle physically or financially to maintain them. Habitat MontDelco offers a variety of programs for income-qualified homeowners living in both Montgomery and Delaware Counties. These programs are construction-based resources with a direct focus on addressing health, safety and accessibility concerns within the home. Currently, we have general home repair programming, Whole Home Repair programming in partnership with Delaware County, Accessibility-focused programming called Adaptive Living Initiatives, and Veteran focused programming. **Habitat MontDelco’s Programs are not designed to be an emergency or crisis-based resource. Home Repair Program The general Home Repair program is open to all homeowners who occupy the home for which they would like repairs, have owned that home for at least a year , are income qualified and meet our other program parameters . The program is geared toward addressing health and safety related concerns, including but not limited to: roof replacement and repair, plumbing repairs, electrical repairs, HVAC repairs, replacement of broken doors and windows, drywall repairs, etc. This program is unable to provide upgrades and/or cosmetic improvements. LEARN MORE Delaware County Whole Home Repair Program In July of 2022, The PA Whole Home Repairs bill, (SB-1135), was signed into law, appropriating $125M for use across the state toward the preservation of affordable housing and workforce development initiatives. In August of 2023, Habitat MontDelco was selected as the Whole Home Repair Program (WHRP) administrator on behalf of Delaware County. The program is a construction-based resource, which provides income-qualified homeowners with necessary health, safety, and accessibility-related home repairs, and modifications up to $50k per home. Through this program, Habitat MontDelco aims to stabilize communities, address Delaware County’s aging housing stock, preserve naturally occurring affordable homeownership, and prevent qualifying homeowners from being displaced due to deferred and cost-prohibitive home repair and maintenance. Adaptive Living Initiatives Program Habitat MontDelco’s Adaptive Living Initiatives (ALI) program is a comprehensive accessible home modification resource available across Montgomery and Delaware Counties, PA. It aims to identify and address accessibility adaptations and critical home repairs for qualifying clients . The hallmark of this program is that it employs the expertise of Occupational Therapists (OT’s) who work directly with clients, (and caregivers, if applicable) to determine mobility challenges, goals, and accessible solutions to be addressed by Habitat. The ALI program addresses this need with a heavy focus on improving proficiencies with Activities of Daily Living by reducing falls and improving perceptions of safety and confidence within one’s home. Veteran Repair Program Habitat MontDelco Veteran Repair program is a construction-based resource aimed at identifying and addressing health and safety-related repairs to the homes of income-qualified veterans and active-duty service members in Montgomery and Delaware Counties. The program is geared toward addressing health and safety related concerns, including but not limited to: roof replacement and repair, plumbing repairs, electrical repairs, HVAC repairs, replacement of broken doors and windows, drywall repairs, etc. This program is unable to provide upgrades and/or cosmetic improvements. Habitat for Humanity uses a third-party banking agent to process your payments via a secured socket layer connection (TLS 1.2 using SHA 256 encryption) to a secured server that verifies your credit card/bank information. The agent returns a unique tracking number only, which cannot be decrypted to obtain the payment card information, and Habitat for Humanity never retains your complete credit card number. Only employees who need access to your Personal Information to perform a specific job, are granted access to that information, and Habitat for Humanity and our banking agent will not share your credit card/bank information with any other third party. Sensitive Personal Data: We do not collect your “Sensitive Personal Information” (e.g., mental or physical health or dietary information, racial or ethnic origin, religious beliefs, sexual orientation, citizenship or citizenship status) unless there is a clear reason for doing so—such as your participation in a sponsored physical event—and then only to the extent that we have your permission to collect such data and it is required to ensure that we provide appropriate facilities or support to enable you to participate in the event or to have access to Habitat for Humanity’s services or programs. HOME REPAIR PROGRAM Habitat MontDelco does not provide emergency or crisis-based repairs. If you are experiencing issues within your home dial 211 or visit pa211.org for assistance, Habitat MontDelco may refer you to another program, but we can't guarantee service or timing. Restoring More than Homes This program is a construction-based resource that provides income-qualified homeowners with necessary health, safety, and accessibility-related home repairs and modifications within Montgomery and Delaware counties. Through this program, Habitat MontDelco aims to stabilize communities, address the counties’ aging housing stock, preserve naturally occurring affordable homeownership, and prevent qualifying homeowners from being displaced. Step by step guide Please note: this program typically has a waiting period. No homeowner will be forwarded an application on the spot. Please also be aware that if your home is currently NOT insured you are not eligible for this program. There are no exceptions to this policy. Only households in our inquiry database will receive applications. The funding for our owner-occupied programs comes from different sources, each with specific rules about how, where, and for whom (such as older adults, veterans, etc.) the funds can be used. Step 1 2 3 4 5 6 7 Step 1. Submit an inquiry. This will add you to our inquiry database, and when we have funding that matches your home's needs, Habitat MontDelco will send you an application. Step 2. Habitat will notify you by mail, with an application, when applicable funding is available based on your described home repair needs and demographic information as it relates to grant restrictions. (At times we will receive grants specifically for certain purposes, and/or certain groups, such as seniors and veterans, etc.) Step 3. HOMEOWNERS will complete the application within the deadline indicated, and submit to Habitatwith the required documentation, OR contact Habitat for an extension on the application before that deadline. Step 4. Habitat will review applications, conduct a home visit, and verify eligibility based on program capabilities and needs of the home. A final determination for program approval will be made. **In some cases, dependent on the funding source, program approval will be contingent on some additional factors as well.** Step 5. HOMEOWNERS will be notified of a decision on program approval, or denial. If approved, you will receive a list of services Habitat intends to gather estimates for, from program contractors. Contractors will schedule directly with the homeowners for this step. Step 6. Habitat will collect estimates from contractors and determine which services, if any, fall within funding/program capabilities, budget, timeline, etc., and will produce an agreement for services to be provided outlining the scope of work and program conduct expectations. Step 7. HOMEOWNERS will sign an agreement for conduct and liability, which includes the proposed scope of work for the home, and work will commence in the order in which agreements are received. Habitat will, upon the completion of work, collect completion photos and verifications from both the contractor(s) and homeowner, and close the project out with paperwork documenting what work was completed in the home, as well as warranty information. To be considered eligible, applicant(s): Must be unable to perform repairs themselves and/or be unable to pay someone to do the repairs. Must be willing to partner with HFHMontDelco by upholding the terms of the program agreement with HFHMontDelco, and being responsive, helpful, and hospitable. Must be a Montgomery Co. or Delaware Co. homeowner and currently reside in the home. The homeowner must have lived in the home for a minimum of one year before applying. Homeowner must plan on living in the home for a minimum of two years after work is completed- **This may vary depending on funding sources utilized for repairs. Have a current homeowner’s insurance policy in place for the home. Updated per HUD Guidelines as of 05/01/2026 Home Visit Requirements An additional component of determining a home’s eligibility is a home visit to assess the home’s suitability for Habitat MontDelco’s program capabilities. During this visit, we will need to access key areas in your home to perform these services. If we cannot safely access these areas due to significant clutter in your home or other reasons, you may be limited to receiving exterior services or denied by policy. This determination is made on a case-by-case basis. ***Please note that some homes, dependent on the funding source anticipated, will be subject to additional levels of review and qualification such as lead testing, and environmental review*** Common Real Estate Terms Throughout your application journey, you may come across terms that are unfamiliar. Appraisal A process conducted by a qualified appraiser to estimate fair market value, often for real estate transactions, insurance, or tax purposes. Credit Score A number representing a person's creditworthiness based on credit history. Deed A deed is a signed, written legal document that transfers ownership of real estate or property assets from a grantor (seller/giver) to a grantee (buyer/receiver). Down payment An initial investment in your new home that establishes your ownership of the property. Equity How much of your home you own and how much you owe on your mortgage loan. Escrow A legal arrangement where a third party holds funds or documents until certain conditions are met in a transaction. Fixed-rate mortgage A home loan with an interest rate that is set when you take out the loan. Homeowners insurance An insurance policy combines personal liability insurance and hazard insurance coverage for a residence and its contents. Inspection Uncover issues with the structure of the house before purchase. Interest rate How much you’ll pay to borrow money for a home purchase throughout the duration of the loan.  Mortgage insurance Paid by the borrower and protects the lender in case you aren’t able to keep up with the payments Principal The original sum of money borrowed in a loan or the amount still owed, excluding interest. Property taxes A tax paid on a residential property owned by individuals. The rate is determined by a local government. Purchase agreement A legal document detailing the terms of a potential real estate transaction. Title Insurance Insurance that protects against financial loss from defects in a property's title. Habitat MontDelco’s Home Repair program is a construction-based resource aimed at identifying and addressing health, safety, and accessibility-related needs in eligible homes. The goal of this program is to provide owner-occupied homes with a safe, healthy, and accessible environment. Funding for our repair program comes from several different sources, and many of those funding sources operate on their own timelines and terms. This means that not every home, or homeowner, will qualify outright simply because there is funding available. For example, some of our funds may be geographically specific, some may be specific to Veteran households, Senior households, etc. Some may be restricted by project type (ie. only for roofing, or only for accessibility, etc.)
